Why does recycling alone not solve waste?

The situation

Recycling feels like the responsible answer to waste, and it genuinely helps. Yet total waste often keeps rising even where recycling is common. That does not mean recycling is pointless — it means it sits inside a much larger system of how things are made, sold and thrown away, and a single downstream fix cannot balance many upstream pressures.

Recycling rates and total waste can both rise together, because consumption grows faster than recycling can offset.

Recycling addresses the end of the pipe, while production and packaging keep filling the start of it. If recycling reduces guilt, it can even slightly increase buying — a rebound effect.
